A Public Access Defibrillation Program, or PAD Program, is an ongoing, organized effort to provide early defibrillation with in a neighborhood, community, school, local business, park, or recreational center.

PAD Programs can be organized through a local hospital, community group, law enforcement, parent group, or community members that care. Figuring out how to start a successful PAD program is the hardest part.

Liz Lazar has experience in several PAD Programs, including Salinas Valley Memorial Healthcare System’s HeartSave Program, a successful PAD Program extending throughout Monterey County on the Central California Coast. Monterey County now has over 300 AEDs in local business, organizations, and all public and private high schools. They are the first county in California to have AEDs in all on-duty patrol cars throughout the county. Several lives have been saved in Monterey County thanks to having early defibrillation.

Sequoia Healthcare District took the lead in South San Mateo County on their new PAD Program. With Liz Lazar as a start-up consultant, Sequoia’s HeartSafe Program is fast becoming the Bay Area’s most well organized and successful PAD Program. An AED Placed by the HeartSafe Program recently saved a life at a local high school and many schools and patrol cars are now equipped with the lifesaving units. In their first year, the Sequoia Healthcare District has placed over 100 AEDs in South San Mateo County.
